The BC Family Maintenance Agency (BCFMA) is a free service available to families in BC who are eligible to receive or pay child and/or spousal support. For over 35 years, BCFMA has been one of Canada’s most successful family support services, making it a key ally in the fight to combat child poverty. The Chief Executive Officer (CEO) is responsible for the executive oversight of the organization and reports to a Board of Directors. Accountabilities include leading BCFMA to deliver services, setting the direction and vision of the organization in consult with the Board and members of executive and liaising with stakeholders internal and external to government to advance our organization and ensure that we are aligned with our mandate. The Chief Financial Officer (CFO) is responsible for optimizing the financial performance of BCFMA and is accountable for providing leadership, strategic support and overall management of financial operations and payment services. The Chief Information Officer (CIO) is responsible for the Information and Communications Technology (ICT) strategy of the Agency by ensuring the right technology solutions and initiatives are undertaken at the right cost. The CIO is also responsible for the trouble-free operations of all ICT systems and projects within the Agency. The Vice President, Operations is responsible for leading the senior management team who are responsible for the day to day client focused operations of BCFMA and leading the Agency’s operational management and providing strategic advice to the CEO, the Board of Directors, and members of the executive team. The Vice President, Legal Services is the head of the legal services team and is responsible for supporting the legal team as the subject matter experts, legal representatives in the courts, and legal advisors to ensure the administration of the Family Maintenance Enforcement Act is carried out in accordance with the laws of B.C. and Canada. The Vice President, Human Resources and Corporate Services is responsible for setting and evaluating legally compliant human resources policies, procedures and best practices, and implementing long-range strategic talent management goals while collaborating with members of executive in order to shape the organization’s vision and strategy. The Manager, Corporate Initiatives and Secretary to the Board actively collaborates with the CEO, the Board of Directors, the executive team and BCFMA management to implement updated or revised corporate services, policies, and programs for the Agency in accordance with the organizations values and mandate. The Director, Corporate Projects and Communications leads the development, implementation and evaluation of the Agency’s corporate projects and delivers a range of communications services and products, including strategic and digital communications, planning and advice, brand management, marketing, writing and web services. Reporting to the CEO and working with the executive and management teams, the Manager, Operational Strategy and Research uses qualitative and quantitative research and program analysis to support informed direction for organizational change. As a member of the executive team, the Senior Executive Coordinator is accountable for providing efficient confidential support to the CEO and actively supports the broader Agency objectives. This role provides the flow of information between the CEO’s office and Agency VPs, and maintains effective working relationships with all levels of the BCFMA. The Corporate Communications Specialist is responsible for the creation and publication of engaging content for BCFMA and provides strategic and creative expertise throughout all the Agency’s communications channels.Chief Executive Officer

BCFMA operations are focused on the delivery of family maintenance services in alignment with the BCFMA’s mission and vision. BCFMA provides support and assistance to parties with court orders or agreements ensuring that child and or spousal support is received by the party entitled to the support. Our Operations team roles include: The Case Manager position is a member of an interdisciplinary team and is responsible for providing continuous, effective and innovative case management in a manner which reflects a professional Agency image and maximizes positive outcomes for BCFMA clients. The Case Manager and Community Liaison role acts as a liaison for community support organizations and connecting stakeholders through outreach to the services they need. As a first point of contact for Agency enquiries, the Client Service Representative position is responsible for providing proactive and inclusive client centric services to our clients and the citizens of B.C. The Director, Client Services and Operations provides operational leadership across the Agency and is responsible for handling the day to day office operations in a manner which maximizes employee performance and optimizes positive client case management outcomes. The Director, Policy, Privacy and Research performs the role of Privacy Officer for the BCFMA, reviews business processes and has oversight of research and policy initiatives in accordance with Agency and Ministry priorities. The Director, Service Quality and Operations is accountable for the design, delivery and support of service quality across BCFMA in order to ensure operational staff are supported to deliver client centric outcomes. Our Enrolment Services Advisors are responsible for connecting B.C. Families with the services provided by BCFMA through a client-focused model which promotes early engagement for assistance and support from the Agency. The Manager, Administrative Operations and Facilities is responsible for all administrative activities and for leading office administration team members, ensuring BCFMA offices are run efficiently and effectively. With leadership and oversight of a results-oriented case management team, the Manager, Client and Case Management Services is responsible for maximizing staff performance and ensuring the Agency’s services are delivered using a client centric approach which meets or exceeds legislative and regulatory requirements. The Manager, Service Quality and Client Relations supports the handling of day to day operations in a manner which maximizes employee performance and optimizes positive client case management outcomes. The Office Administrator role provides effective confidential administrative support to all levels of staff and is vital to ensure the continuous smooth-running of office operations. Office Assistants excel in performing clerical and administrative support tasks and play a key role in providing general office administration support to the BCFMA team by ensuring staff have the support and resources necessary to do their work. Our Operations Support Workers provide crucial case management administrative support in a collaborative team environment while ensuring services are client centric and tailored to support the needs of B.C. families. The Policy Advisor position is responsible for focusing on privacy and research initiatives, managing the review and revision of ongoing policy analysis and is actively involved in policy development in response to initiatives and priorities set by BCFMA. The Quality Assurance Analyst supports the development and implementation of a quality assurance framework which includes analyzing and evaluating case management and client interactions to provide client-centric continuous improvement recommendations. The Business and Technology Solutions (BTS) division of BCFMA is responsible for ensuring problem-free day-to-day operations of all Information Technology (IT) assets including desktop computing, telephony and conference equipment, network and servers. BTS supports BCFMA operations by providing Helpdesk services, maintaining and enhancing the case management system and website, and managing and implementing IT projects. BTS develops the Information Management and Information Technology (IMIT) Strategic Plan, plans the annual IT budget, and leads IT governance policies. Our BTS team roles include: The Application Developer role is actively involved in providing technical analysis, interpreting business requirements and system specifications, and for designing, implementing, testing, and maintaining all software built by the company. The Business Analyst role provides support in project management, business problem and opportunities identification and analysis, conducting business requirements research, and business process analysis (including testing, training and deployment planning). The IT Infrastructure Specialist position serves at the highest level of technical skill with enterprise level expertise in telecommunications, infrastructure and network security, database management, virtual infrastructure, and/or cloud infrastructure and services. The Manager, Business Analysis and Quality Assurance is responsible for managing the BTS Business Analyst and Quality Assurance teams, including overseeing all business analysis and quality assurance processes, and is accountable for all work performed by BTS‘ business analyst and the quality assurance teams (including all requirements solicitation, documentation, and software and systems testing). The Manager, Development manages BTS‘ development teams, is ultimately responsible for all IT development processes, and is accountable for all work performed by the development team (including software design, software development, unit testing and integration testing). The Manager, Infrastructure Solutions provides strong technical leadership to a team of IT professionals to ensure that industry best practices, processes and procedures are used to organize, operate, monitor, assess and improve IT infrastructure and systems in order to meet business operational needs. The Office Administrator for the Business and Technology Solutions team ensures the efficient operation of the office’s administrative functions by supporting day to day responsibilities such as recording and monitoring budget expenditures, addressing vendor issues, tracking vendor licence renewals and responding to administrative enquiries from staff. The Application Developer role is actively involved in providing technical analysis, interpreting business requirements and system specifications, and designing, implementing, testing, and maintaining software built by the company. The Senior Business Analyst works on larger/more complex projects and provides expertise in the areas of business problem and opportunity identification and analysis, solution benefits, business requirements, business process analysis, test planning and oversight, project management, change management, issues management, communication with stakeholders and end users, and production of communication and training material. The Senior Architect is responsible for the design of complete and sustainable end to end technical systems, database, and IT infrastructure solutions that fulfill the business requirements for users and clients. The Senior Systems Administrator plays a key role in setting and ensuring best practices relating to due diligence, compliance, security and risk management of enterprise level infrastructure research, planning, design, implementation and support. The Supervisor, Infrastructure Operations provides technical and project leadership to the IT Service Desk/Helpdesk and has an advanced understanding of various hardware, software and network systems to provide excellent customer service and multi-user systems support. The Systems Administrator is responsible for administering an enterprise infrastructure which includes the planning, design, implementation and support of the Agency’s networks, servers and virtualization. The Technical Support Analyst position provides system-level support for multi-user operating systems, hardware and software tools, including installation, configuration, maintenance and support. The Front End and Web Developer role is responsible for designing, building, implementing, testing, and maintaining websites the company builds or hosts, as well as the front-end of applications whose front-end are based on web technology such as Javascript, HTML and CSS. The BCFMA Finance department is responsible for the management of the organization’s budget, payroll, and the client payments system. Under a public sector financial context, the Finance department ensures the application of the proper governance, accountability, resource management, planning, budgeting, costing, and performance management at the BCFMA. Our Financial Services team roles include: The Director, Compensation and Benefits is responsible for the oversight of all payroll, pension and benefits activities in compliance with legislative and organizational policies. Working in coordination with the Finance team and HR, this position is responsible for the preparation of reporting for internal and external stakeholders, including annual government reporting. The Financial Accounting Analyst is the primary financial reporting, reconciliations and financial analysis resource for the Agency, ensuring that financial controls and processes are maintained, and transactions are correctly recorded according to accounting standards while meeting the financial needs. The Financial Services Officer is responsible for processing the full cycle, semi-monthly payroll and routine pension and benefits administration. In addition, this position assists with the accounts payable function which includes processing, verifying and reconciling invoices and payment for internal and external clients. The Manager, Payment Services is responsible for ensuring the timely and efficient delivery of financial payments to program clients as well as supporting internal payment functions for the BC Family Maintenance Agency in a way that meets or exceeds legislative, regulatory and program requirements. Payment Processing Clerks are responsible for the accurate and efficient processing of financial payments received by the Agency and they support Agency staff by responding to internal inquiries/requests and payment notifications in order to meet various processing requirements. Legal Counsel support BCFMA operations in delivering innovative, timely, practical and cost-effective legal services both within the Agency and at all levels of court in the province. Our Legal Services team roles include: As a member of the legal services team, the Executive Legal Manager is responsible for exercising independent judgment and considerable initiative to provide a wide range of administrative and supervisory support to the Vice President, Legal Service and the Legal Assistants. BCFMA Legal Assistants are a team of legal professionals who provide administrative aid to our-in house Legal Counsel and other Agency staff and collaborates with staff in a manner which increases the efficiency of the roles they support, enhances internal and external communications and maximizes client service. Our in-house Legal Counsel assist in the effective management of child and spousal support orders through the provision of legal services to the BC Family Maintenance Agency and provide Agency staff with advice on all aspects of family maintenance law. Human Resources (HR) provides support in the areas of strategy, policy, planning, and compliance and integrates all of the HR functions with the mission, vision and business objectives of an organization. HR works with executives and managers to maximize the delivery of family maintenance services. Our Human Resources team roles includes: The Manager, People and Culture focuses on our people, programs, and how we support our employees and leaders to impact and improve our business.
